Financialists and City of London One and The Same?

The seven step process of the Kill-Chain that Burlingame lays out in his article, seems very similar to the system that the City of London has been using for the past 1000 years to stay prosperous.
However it seems like a distinction must be made between the City of London and the British Empire. Burlingame says that Britain was one of the first victims of the Financialists, so that leads us to question, did the City of London kill its own surrounding empire?
It makes sense that the City of London and the British Empire might not be the same since we have learned that the City has its own police force, elections, governance, etc. The City of London has also outlived many empires, before the UK was permanently established.
We have also seen that the systems that the City runs on have migrated and destroyed other countries that it has colonized or traded with.
It is very possible that the Financialists and the City are the same!
