City of London controls financial power, Washington D.C having military power and policing the world, and the Vatican City holding the spiritual and religious power. Babylon Theory: It is thought that the City of London could be representative to what is talked about in Revelation. (Modern day Babylon). However, Ace has his doubts, and Revelation can be interpreted in many ways.
