As regulations expand, the value of these programs are further reduced by under-capacity resources which leads to unmanageable wait times and substandard care. Eventually, standard policy is implemented in between the patient-doctor relationship, and treatments become mandatory, ironically in a vast number of cases resulting in death instead of health.
